Senate Showdown: The CR Battle and Filibuster Strategy The Senate faces a critical challenge this week as lawmakers navigate the complexities of passing a Continuing Resolution (CR) to prevent a government shutdown. A CR, classified as a regular-order bill, remains vulnerable to a filibuster under Senate rules. Overcoming such an obstacle requires invoking cloture, a procedural vote demanding a supermajority of 60 votes. With Republicans holding a 53-seat majority, they must secure the support of at least seven Democrats to end debate and advance the measure.

At present, Senate Democrats have yet to unify around a clear strategy.
